Cleveland Water Lead Service Line Replacement Work Scheduled
Notice to residents of upcoming infrastructure improvements as part of the Cleveland Water Division's (CWD) Lead Service Line Replacement Program.
Work is expected to begin within the next week, weather permitting, and will continue throughout the fall and winter months, with the goal of completing construction by spring 2027. Cleveland Water has contracted with Fabrizi to perform the work, which will involve excavation and replacement of lead service lines at designated locations throughout the community. Residents living on affected streets should be aware of temporary construction activity, changes to tree lawns, and potential street parking restrictions while crews are working.
What Residents Can Expect During Construction:
The replacement process will take place in several stages, and residents may notice temporary changes to their streets and tree lawns as work progresses.
Initial Excavation and Investigation
During the initial phase, crews will create small openings in tree lawns near the curb stop, where the water service line connects to the City's water infrastructure. These openings will be created using specialized excavation equipment and will be covered with wooden boards and/or protective barrels.
The barrels may remain in place for an extended period while crews prepare for the next phase of construction. Residents are reminded not to move, lift, or look beneath the barrels or protective coverings. Cleveland Water and its contractor are aware of each excavation location and will continue monitoring and managing the work.
Service Line Replacement and Roadway Excavation
As work progresses, Fabrizi crews will begin the excavation necessary to complete service line replacements. Some work will require openings in the roadway, which will be temporarily covered with steel plates.
These plates will remain in place until the excavated areas are ready for concrete restoration. Residents should use caution when traveling through active construction areas and follow any posted signs or instructions from work crews.
Tree Lawn and Landscape Restoration
Following excavation, disturbed tree lawn areas will be temporarily filled with backfill material. Residents may notice small mounds of soil at these locations throughout the winter months. Permanent tree lawn restoration is scheduled to begin in spring 2027, when weather conditions are suitable. At that time, affected areas will be leveled, covered with topsoil, and seeded.
Residents should be aware that while service line replacement work is expected to be completed by spring, final landscape restoration will occur separately as seasonal conditions allow.
Streets Scheduled for Lead Service Line Replacement:
The following Euclid streets and sections are currently scheduled for work:
- Morris Avenue: E. 200th Street to E. 222nd Street
- Richards Avenue / E. 256th Street: E. 250th Street to Benton Avenue
- E. 270th Street: Edgecliff Drive to Lakeshore Boulevard

- Naumann Avenue: E. 185th Street to E. 200th Street
Construction schedules may vary depending on weather, site conditions, and the progress of work. Not every property along these streets will necessarily require a service line replacement.
Important Safety Reminders:
The City of Euclid and Cleveland Water ask residents to take the following precautions throughout the project:
- Stay clear of active construction zones. For your safety, please maintain a safe distance from excavation sites, equipment, and work crews.
- Do not disturb protective coverings. Barrels, wooden boards, and steel plates are placed for safety and should not be moved or lifted.
- Avoid parking on the street during active construction. Keeping streets clear allows crews and equipment to work safely and efficiently.
- Use caution when traveling through construction areas. Watch for workers, equipment, temporary roadway coverings, and changing traffic conditions.
- Be patient with temporary tree lawn conditions. Final grading, topsoil, and seeding will take place in the spring when weather permits.
