Euclid City Council Greenlights Ambitious Vision for Beloved Sims Park

July 8, 2025

Improvements include a redesigned playground, improved lakefront access, enhanced overlook areas and a reconfigured disc golf course.

After seven months of extensive community planning and public engagement, Euclid City Council has officially adopted the Sims Park Master Plan, marking a significant milestone for one of the city's most beloved lakefront spaces. The plan received formal approval at Council's June 16th meeting, following a recommendation from the Planning & Zoning Commission on June 10th.

The comprehensive roadmap, developed by premier waterfront planning firm SmithGroup in collaboration with city staff, residents, and community stakeholders, aims to enhance access to nature while preserving the park's natural character. The planning process emphasized phased implementation to guide future improvements thoughtfully and sustainably.

The planning process represented a deeply collaborative effort from the beginning, with extensive stakeholder engagement that shaped the final plan. The process included targeted outreach to residents across different city wards, community organizations like the Euclid Shade Tree Commission and Friends of Henn Mansion, business groups, and partners including Cleveland Metroparks and the Euclid Disc Golf Club.

Public participation was robust throughout the process, with two major open houses in November 2024 and February 2025, plus an online survey that collected 687 responses from residents primarily in Euclid and surrounding communities. A 16-member steering committee representing city leadership, public safety, recreation, and environmental advocacy guided the planning from start to finish.

The approved master plan features several key improvements designed to enhance the visitor experience while maintaining ecological integrity. Central elements include enhanced vehicle and pedestrian circulation, nature-based restoration of woodland and ravine habitats, and an expanded south ravine system envisioned as a nature walk with stormwater treatment capabilities.

Recreation amenities will see significant upgrades, including a redesigned playground with both structured equipment and natural play zones, improved lakefront access with enhanced overlook areas and stepped seating, and a reconfigured disc golf course that better integrates with habitat restoration goals. Strategic placement of restrooms and facilities will improve accessibility and support both everyday use and special events.

Community input consistently emphasized the importance of enhancing Sims Park as a nature experience without overdevelopment, improving arrival experiences along Lake Shore Boulevard, and addressing safety through environmental design principles. The final plan reflects these priorities while supporting the functionality of historic Henn Mansion within the park setting.

With the master plan now officially adopted, the city extends heartfelt gratitude to all residents, stakeholders, and community members who contributed their thoughts and vision for Sims Park's future. Moving forward, the city will pursue funding opportunities and begin phased implementation of the improvements designed to transform this beloved lakefront space into an even more treasured community asset for generations to come.
