Euclid Wastewater Treatment Plant Improvements Project

 

Description

 

In response to a consent decree from the Environmental Protection Agency (EPA), the City of Euclid embarked on a comprehensive project to enhance our wastewater treatment capabilities. The primary objective was to minimize the occurrence and impact of wet weather Combined Sewer Overflow (CSO) discharges. Our approach was guided by strict adherence to the Clean Water Act, state laws, and the regulations of our current National Pollutant Discharge Elimination System (NPDES) Permit. The project was recognized at the 2023 National Environmental Achievement Awards, at which Mayor Kirsten Holzheimer Gail was presented the Local Public Service Award.


Uniqueness of the Project

To successfully navigate this complex project, we adopted a Construction Manager at Risk (CMAR) approach. This strategy not only supplemented our team with specialized expertise but also facilitated a seamless collaboration throughout the project's preconstruction and construction phases. Kokosing Industrial was entrusted with the CMAR contract, ensuring efficient management across all four phases.


Phase Details

  • Phase 1: Edgecliff Relief Sewer
    A crucial addition, the Edgecliff Relief Sewer provides an emergency bypass for peak flows exceeding a one-year storm event of 213 million gallons per day (mgd).
  • Phase 2: Headworks Site Preparation
    This phase involved extensive excavation, storm sewer relocation, and the construction of a new influent chamber, setting the groundwork for future enhancements.
  • Phase 3: Headworks Facility & Wet Weather Equalization Basin
    We constructed a new headworks complex for advanced screening and flow management, alongside a new equalization basin, ensuring peak flow treatment and system efficiency.
  • Phase 4: A&B MBR
    The installation of a state-of-the-art Membrane Bioreactor (MBR) system, the largest of its kind at the time, revolutionized our treatment processes, enabling peak flow treatment up to 66 mgd.

Project Impact:


Upon completion, the Euclid Wastewater Treatment Plant emerged as a high-functioning facility, setting a benchmark for municipalities worldwide. Our effluent is now cleaner than the waters of Lake Erie, reflecting our unwavering dedication to environmental stewardship. The CMAR delivery method was instrumental in maintaining a steady course through the design, construction, and transition phases, with constant input on budgeting, scheduling, and constructability. The project culminated in the construction of a 15-million-gallon equalization basin, restoring valuable green space in downtown Euclid.
