Streets and Sewers Department

 

The Streets and Sewers Department is responsible for the maintenance and repair of all city owned roads and Euclid's sewage collection system. The department is made up of light equipment operators, special equipment operators and working foreman.


Work performed in the department varies per season. Fall and winter seasons all personnel are involved in leaf pickup and snow removal. Personnel that work in the collection system coordinate with water reclamation department personnel to complete various maintenance and repair tasks.


Other work that is completed by the department includes street sweeping, catch basin repair and replacement, lateral and mainline sewer maintenance, repair, and the replacement of sewers. Streets workers will complete tasks such as repair of roads, curb replacement, grass mowing in right of ways, crack sealing and lane markings and more!

What to Expect When You Call the Streets & Sewers Department for a Sewer Issue

If you contact the Streets & Sewers Department about a sewer problem, a crew will likely be dispatched to your property. To provide fast and accurate service, we’ll ask a few important questions when we arrive.

We Will Ask- If We Been to Your Property Before?

If we’ve visited your address in the past, please tell us when and why.

Detailed information helps us determine whether we’re dealing with a recurring issue or a new problem.

We Will Ask- Do You Have a Test Tee, and Do You Know Its Location?

A test tee is an access point to your sewer lateral.

Sometimes tees are marked on the sidewalk or driveway, but not always.


Once We Arrive On Your Property

Determining Where the Blockage Is

After exposing the test tee, we will open it to determine whether the blockage is:

  • Toward the street — The City will service it immediately.
  • Toward the home or business — We will service it once the property owner or manager signs a required disclaimer.

If the disclaimer is not signed, we cannot provide further assistance on the private portion of the lateral.

Once your test tee is located and exposed

We may ask you to flush a toilet. This helps us see whether water is moving through the line and can sometimes confirm a branch line blockage.

If the blockage is in your branch line, a licensed plumber must service it.

How the City Services the Lateral

Once access is available, we will service the lateral using a snake or jet, depending on the situation.

If we find a problem within the public right‑of‑way, the City will make the necessary repair.

Please remember:

  • The test tee is the homeowner’s responsibility.
  • Even if a tee is installed near the street, the area beyond it may still be private property.
  • Repairs on private property remain the homeowner’s responsibility.

If We Cannot Locate Your Test Tee

If no test tee can be found, it is the property owner’s responsibility to provide exterior access to the sewer lateral.

City crews do not enter homes under any circumstances.

The City Will Only Excavate in the Public Right of Way If

The televised inspection from the exterior tee confirms a defect on the city‑owned portion of the line. If a repair is required, the City will dig in the right of way but not on your property.


When a Plumber Is Involved

If You Hire a Plumber: because the city was unable to help you locate your test tee

The plumber will enter your property and most likely work from a clean out located inside your home. If this is the case and you want the city to be able to service your line... a licensed plumber or contractor of your choice should install a Test Tee or raise the existing Test Tee to ground level right before the right of way.

PLEASE REMEMBER: The property owner is responsible for exposing or installing an exterior test tee. This may require an excavation approximately 8 feet deep depending on the depth of your sewer lateral.

Helpful Tip: 

If the sanitary tee is being raised, consider raising the storm tee at the same time. They are usually located next to each other, and doing both while the area is already excavated can save time and cost.

The City cannot dig on private property

That is why the initial excavation must be done by the property owner.

The City cannot rely on a plumber’s measurements or assumptions

Verification must be done through the exterior test tee before any City excavation can occur.
After the test tee is exposed or installed

The City can then return to snake, jet or camera the line depending on need.

    Each fall, the Streets & Sewers Department begins citywide leaf collection, moving through all 9 sections of Euclid. Crews collect leaves only and continue rotating through the city until the each round is completed—typically into December. Leaf collection does not follow garbage day, so don’t worry if your trash is picked up but your leaf pile remains. Our crews will return to collect it.


    How Residents Can Help


    To keep collection efficient and protect city infrastructure, please follow these guidelines:


    • Place Leaves Properly. Put leaf piles as close to the curb as possible, but not in the street.
    • Leaves in the street can clog catch basins and cause flooding. If Leaves are in the street snowplows can push street‑placed leaves into neighbors’ yards causing issues for your neighbors. Also its against the law to place your leaf piles or debris in the street. You or your property could be cited.
    • Do not include sticks, brush, grass, or other debris. The landfill will not accept mixed debris. These materials damage equipment and slow down collection.
    • Keep Areas Clear. Avoid placing leaves under low‑hanging trees or wrapped around tree trunks.
    • Keep fire hydrants clear for emergency access.
    • Try not to park in front of leaf piles—crews cannot collect piles blocked by vehicles.
    • Please avoid using leaf blowers while crews are working; blowing debris toward workers can cause injury.

    Frequently Asked Questions


    1. Why do you collect only one side of the street at a time?

    Each section has an outside loop and an inside loop. Crews collect the outside first, then move to the inside.

    Because the collection tube is mounted on the right side of the trailer, crews make right‑hand turns only for safety and efficiency. This means they collect one side of the street, turn right, and continue the pattern until the entire section is complete.


    2. Why hasn’t my dead‑end street been collected yet?

    Dead‑end streets require specialized equipment due to tight spaces. We have 41 dead ends on the south side and 64 on the north side. These areas are collected by vac trucks, which operate on a different schedule than the main leaf crews.


    3. Why did the crew make two passes on my street?

    If leaves are placed in the street, or if wind blows them into the roadway, crews must make one pass for the street and another for the tree lawn. Placing leaves on the tree lawn only allows for a single, faster pass.


    4. Where are the crews now, and when will my leaves be collected?

    We update the city website every evening with:

    • Where crews stopped for the day
    • The direction they will move next
    • Visit the Leaf Collection tab at CityofEuclid.gov for daily updates.

    5. What are my other options? Can I bag or mulch my leaves?

    Yes. Residents may:

    • Bag leaves and place them in their garbage tote for regular pickup
    • Mulch leaves directly into their lawn, returning nutrients to the soil
    • Both options help reduce the volume of leaves placed at the curb.

  • SNOW PLOWING AND SALTING

    Efficient snow and ice control is essential for keeping Euclid’s roads safe during winter weather. Our approach focuses on smart plowing, responsible salt use, and prioritizing safety for both residents and our crews.


    Why We Plow Before We Salt

    Removing snow and ice as early as possible reduces the amount of salt needed and improves overall deicing performance. Plowing during heavy snowfall is far more effective than spreading salt alone. Once the snow is cleared, salt can work properly and melt remaining ice as long as temperatures permit. Many people assume that “more salt means faster melting,” but that’s not true. Excess salt does not melt ice faster—it simply washes into our waterways once the snow melts.


    How We Prioritize Streets during a snow event

    We follow a structured priority system:


    1. High‑Risk Areas

    We begin with:

    • Hills
    • Curves
    • Intersections

    These areas pose the greatest safety risks and must be cleared first.


    2. Main Roads

    • Once high‑risk areas are safe and passable, we move to major roadways.

    3. Secondary Streets

    • After main roads are under control, we shift to secondary streets, including:
    • Hospital routes
    • School routes
    • Residential connectors

    Our goal is to have ALL streets completed within 24 hours after the last snowflake falls.


    Temperature Matters

    Most road salt becomes ineffective below 15°F.

    When temperatures drop this low, we focus on:

    • Plowing to prevent accumulation
    • Treating only critical areas such as hills and intersections

    Once temperatures rise, salt becomes effective again and is applied for better results.


    Our Sensible Salting Program

    We practice Sensible Salting to protect the environment, reduce waste, and maintain safe roads.


    Limited Salting Overnight

    From 11 PM to 4 AM, salting is limited because:


    • Low traffic prevents salt from activating
    • Salt is far less effective during these hours
    • During this time, we maintain passable roads, not fully cleared roads.

    Overnight Salting Guidelines (11 PM – 4 AM)

    We salt only:


    • Intersections
    • Hills
    • Curves
    • Bridges
    • Salt is applied in 200‑foot intervals.

    Salting During Snow Events

    Roads are plowed as frequently as possible when snowfall reaches 1 inch per hour or more.


    Salt is applied only at:


    • Intersections
    • Bridges
    • Hills
    • Curves
    • School zones

    Secondary roads receive limited salting but are plowed regularly.


    Safety Reminder: Don’t Crowd the Plow


    For everyone’s safety:

    • Keep a safe distance behind plow trucks
    • Never pass a plow on the right side—snow being pushed to the curb can cause your vehicle to lose control
    • Be patient when approaching a work zone

    Our goal is to ensure that every resident, visitor, and worker stays safe during the winter weather.

  • HOUSEHOLD HAZARDOUS WASTE, COMPUTER & TIRE ROUND-UP

    The Streets & Sewers Department is responsible for the collection, sorting, and packaging of all Household Hazardous Waste (HHW), Computers, and scrap tires brought in through the city’s disposal programs. 


    Once materials are properly prepared and documented, our crews transport them to the Cuyahoga County Solid Waste District. At the county facility, HHW is further sorted and prepared for shipment to specialized disposal or recycling centers that handle each material safely and responsibly.

  • POTHOLES

    How Euclid Responds to Winter Potholes

    The City of Euclid works hard throughout the Year to keep roads safe and drivable.

    Cold Patch Repairs

    During the winter, we use cold patch to fill potholes. It’s not a permanent fix, but it allows us to quickly repair hazards until the asphalt plants reopen.

    Once the hot mix asphalt plant opens for the season

    we begin installing long‑lasting permanent patches.

    Ongoing Citywide Monitoring

    Our crews travel throughout the city repeatedly during the winter months to:

    • Identify new potholes
    • Refill areas where cold patch has loosened
    • Keep roads as safe and smooth as possible

    We know no one wants to deal with vehicle damage from potholes, and we’re committed to reducing those risks.

  • DIGGING, CEMENTING & ASPHALTING WATER HOLES

    The Streets & Sewers Department is responsible for permanently restoring roadway surfaces after repairs are completed by the Cleveland Water Department or the City of Euclid. Once a repair area has had time to properly settle, our crews return to perform a long‑lasting restoration.


    How We Restore the Roadway

    • Excavation  

    We dig out the settled repair area to prepare it for a stable, permanent patch.

    • Cement Base Installation  

    A concrete base is poured to create a strong foundation for the roadway surface.

    • Asphalt Application  

    On streets that require asphalt, we apply a new asphalt layer once the cement has cured.

    • Crack Sealing  

    After the asphalt is placed, we seal the edges to prevent water from seeping underneath. This step is essential—it protects the patch from future damage and helps prevent upheaval during freeze‑thaw cycles.

    The Streets & Sewers Department is responsible for repairing sewer laterals and sewer mains located within the public right‑of‑way.     Manhole Repairs

    From time to time, our crews encounter manholes that require maintenance or full reconstruction. Depending on the condition, repairs may include:

    • Rebuilding the manhole structure
    • Replacing or adding brickwork
    • installing a new casting
    • Adding or adjusting risers

    Whether the repair is minor or extensive, our goal is to ensure each manhole remains safe, stable, and fully functional.


    Catch Basin Repairs

    Catch basins play a critical role in managing stormwater, and with 5,280 catch basins throughout the City of Euclid, maintenance is a constant priority. Repairs may involve:

    • Full rebuilds, including installation of new outlet pipes

    Our crews use advanced tools to keep the system functioning properly, including:

    • High‑pressure water jetting machines to clear blockages
    • Vacuum equipment to remove debris
    • Camera inspection systems to identify damage, wear, or developing issues

    Camera inspections allow us to plan repairs before problems become emergencies, saving time and reducing disruption for residents.


    Routine and Emergency Operations

    Sewer cleaning and camera inspections take place five days a week, with additional emergency response when sanitary sewer mains become blocked or backed up. We follow a structured program that divides the city into sections, ensuring every sewer main is cleaned on a regular cycle.

    Street sweeping plays a vital role in protecting our environment and keeping our community looking its best.

    This work helps remove the dirt and grime that builds up over the winter months—much of it pushed onto sidewalks by vehicles, plows, and melting snow.


    Where We Wash

    Each year, our crews wash all main roads, including:

    • Underpasses
    • Sidewalks that run directly from the curb to buildings
    • Any main‑road sidewalk without a tree lawn

    If it meets those criteria, it gets washed.


    How the Process Works

    As sidewalks are washed, debris are pushed back into the roadway. Our crews then sweep the streets, allowing us to:

    • Clean sidewalks
    • Remove debris from the roadway
    • Collect larger items that street sweepers cannot pick up
    • This two‑step process improves cleanliness and safety across the city.

    Equipment in the Work Zone

    A typical sidewalk‑washing operation includes:

    • A street sweeper
    • Workers with backpack blowers
    • A water truck
    • One or two pickup trucks for debris collection

    These work zones move steadily along main roads throughout the spring.


    Safety Around Work Zones

    We ask all drivers to help keep our crews safe:

    • Move over when possible and give crews extra space
    • Avoid speeding around work vehicles, especially when turning
    • Do not cut through the work zone unless absolutely necessary

    A little patience ensures every worker gets home safely and allows us to continue improving the appearance of our city.


  • CREEK MAINTENANCE

    The Streets & Sewers Department is responsible for the cleaning and maintenance of all creeks within the City of Euclid. Our crews perform routine inspections throughout the year to ensure that creek channels remain open, flowing properly, and free of debris that could obstruct water movement.


    During these inspections, if we identify erosion, blockages, or structural issues, our team makes the necessary repairs to keep the creeks functioning safely and effectively.
