This notice shall satisfy two separate but related procedural requirements for an activity to be undertaken by the City of Euclid.
REQUEST FOR RELEASE OF FUNDS
On or after October 1, 2025, the City of Euclid will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (P. L. 93-383), as amended, to undertake the project described herein.
REMOVAL AND REPLACEMENT OF AN EXISTING PEDESTRIAN WALKWAY, WITH AN EXTENSION
The proposed project will involve removal an existing pedestrian path located between Naumann Avenue at E. 215 Street to the north, that terminates at Milan Drive and E. 216 Street to the South. It will be replaced with a wider multipurpose path for pedestrian and bicycle use, with an extension to Goller Avenue, just south of Milan Drive. Ground disturbance will occur at this site due to the proposed construction of the new extension of the path, and the redesign of the path replacing the much narrower and existing path. Safety features, such as bollards will be installed to prevent unauthorized motor vehicles to use the path.
The project costs are estimated at $165,000.00 from Euclid’s Community Development Block Grant (CDBG) funds, plus $50,000.00 from a non-federal source, totaling approximately $215,000.00.
FINDING OF NO SIGNIFICANT IMPACT (FONSI)
The City of Euclid has determined that the project will have no significant impact on the human environment (FONSI). An Environmental Assessment (EA) that documents the environmental determinations for this project is on file at the City of Euclid Department of Planning and Development, 585 E. 222 Street – Euclid, OH 44123, and may be examined or copied Monday through Friday between 8:30 AM and 4:30 PM. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Euclid to use HUD program funds.
