Job Title: Director - Public Service

Department: Mayor's Office

Status: A. Unclassified B. Exempt


Job Summary: Responsible for the administration and coordination of the City of Euclid department of public service. Works under the direction and supervision of the Mayor.


Job Duties:

  • Hire, lead, and effectively develop and manage departmental staff with advisement from department management.
  • Direct and administer the public service departments: Streets and Sewers, Engineering, Buildings and Public Lands, Motor Maintenance, Traffic, Sanitation and Water Reclamation.
  • Manage staff under multiple collective bargaining agreements.
  • Discipline of department personnel both union and non-union.
  • Procurement of vehicles and equipment for use in all city departments.
  • Respond to Council and resident phone calls and emails.
  • Attend City Council and other public meetings.
  • Collaborate with other city departments on public improvement projects.
  • Manage a Federal Consent Decree and associated programs and projects as mandated by this order.
  • Oversight of a 66MGD peak flow Membrane Bioreactor regional waste water treatment facility.
  • Capital improvement project planning and implementation and maintenance.
  • Analyzing organizational and administrative challenges, recommending alternative courses of action, and providing leadership to others in implementing such actions.
  • Perform other related duties assigned by the Mayor.


Work Environment: Walking and standing. Physical activity: Climbing, stooping, kneeling, pushing, pulling, lifting, grasping. Perform substantial repetitive motions of the wrists, fingers, and hands.


Requirements:

  • Ability to lead and effectively develop staff.
  • Bachelor’s Degree in Civil Engineering, Public Administration or equivalent experience as a director or assistant director in a similar environment (preferred).
  • Ohio EPA License Class 3 or 4 in Wastewater Treatment (preferred).
  • Municipal public project planning, design, construction and maintenance experience.
  • Knowledge and enforcement of applicable Federal, State, local laws and regulations, pertaining to roadways, collection systems, traffic, stormwater and waste water treatment.
  • Effective management skills.
  • Strong communication skills.
  • Safe work place practices.
  • Ability to maintain strong relationships with city officials, employees, contractors, the general public, and representatives of other agencies.


Full-time, Salary, Evening Meetings

Grade 2 Pay Range: $93,080.00 - $139,640.00, Comprehensive Benefits
